Traditional HR programs treat all positions equally and assume that most positions offer a near equal contribution to the success of the organization. An HR program with a differentiated focus recognizes that all positions are important — they should not be in the budget if they are not but goes a step further to recognize that a limited number of positions are strategic. It is these positions that require a special level of HR attention. A strategic plan creates a vision of the future and involves building HR programs around key positions that create a competitive marketplace advantage.
